Alfie Kohn makes the argument that forcing a child to do something is violent and harmful. But he does not say that cheating does not matter. He simply recognizes that a climate in which you learn for the sake of avoiding punishment or for the sake of rewards will never convey the true love of learning that must be developed intrinsically. Sometimes sticking the horse's head in water, after you lead it to drink, works. But sometimes the horse refuses to drink. Better that he should discover the joy of fresh, cool water on his own.
